Skink

This is not a salamander. Salamanders are amphibians; this is a lizard, which is a reptile-totally different class of animals.  It's a young Five-Lined Skink, to be exact.  The young ones have bright blue tails to attract the attention of predators like birds away from the lizard's head.  The tail can break off, and will continue twitching to hold the predator's attention while the Skink runs away and grows a new tail.  Salamanders do not have scales, or toenails, which you can see on this animal, and they usually aren't going to be found out in the open like this on a non-porous, dry surface, since they have to keep their skins damp or they will dehydrate and die.
